The World Customs Organization (WCO) is the primary representative of 182 customs administrations that process 98% of world trade. Tracking and stopping counterfeit goods is an ongoing problem, as illicit trade costs the world around $1.5 trillion a year.
The WCO plays a key role in enabling customs officers worldwide to deploy the latest in track and trace technology, ensuring only authentic brand products reach the market.
The WCO was already using a solution called IPM to help officers verify the authenticity of products as they travelled cross-border.
Our challenge was to increase the scalability and performance of the IPM app so that as many brands as possible could have their entire product database scannable and authenticated by any customers officer anywhere in the world.
Adding more brands, products and security vendors was already possible but time consuming. There was no unified product database or single process for onboarding new clients.
For the real power of IPM to be unleashed we had to think about how to simplify everything, but make it scalable. Above all, we needed to make the entire process much more efficient.

Brands prioritize their product data and reputation. Our primary challenge was to understand risk perception and what would generate trust.
The biggest challenge was scale and volume. We had to gather hundreds of brands and security solution providers across 169 countries and categorize millions of SKUs into a single product.
We had to design for multi lingual law enforcement agents across different countries. Most of the agents’ work is in the field rather than in an office, so particular consideration needed to be given to user journeys.
We also trained WCO teams on how to analyse and act on data and draw reports on usage.
